Malkoff and Associates was formed in 1971 to provide professional consulting services to public and private sector clients in the areas of environmental conflict, water and air pollution, and technical writing and translation of concepts. Since that time, the firm has become known for its expertise in project management and permit processing, environmental planning and mitigation strategies, and mediation. The scope of activities has broadened to include coordination of consultant teams, assistance with project scheduling and cost control, and particular emphasis on the interface between proposed projects and/or programs, and affected regulatory agencies and citizens'/special interest groups.

The approach taken by Malkoff and Associates is one of a facilitated process. The firm investigates the issues and the range of alternatives available, works with all parties to understand and evaluate individual positions, and then establishes a process whereby as many interests and concerns as possible can be reconciled, both in the shortest amount of time and within prescribed feasibility constraints and cost controls.

The firm offers the special expertise required to develop and implement various programs, and to help move projects, in a timely fashion, through the myriad of local, state and federal permitting requirements. Malkoff and Associates is well-versed in the especially difficult areas of water quality, wetlands, rare and endangered species, and land use and coastal zone regulation. The laws and regulations governing these issues are complex, in constant flux, and not infrequently have conflicting goals and application.

The services unique to religious and other non-profit entities are provided for land acquisition, project development and entitlement services. Environmental problem-solving and [regulatory] violation work related to water and air pollution are also expertise offered by the firm, particularly with respect to water quality, wastewater and industrial projects. Finally, assistance with mitigation planning and permit processing associated with landfills and hazardous-site investigation is available through the firm.

The projects undertaken by the firm are accomplished either on a direct consulting basis, usually a one-on-one approach between the client and this firm, or as a team approach involving one or more firms and/or individuals associated with Malkoff and Associates. This allows the greatest flexibility in tailoring the consulting services to the needs of the client. The firm stands ready to work with its clients in whatever way best serves the client's goals.
